Capability statement
The Concept Factory, LLC
Developer of VAVerifyCare (VAVC) — attendance verification and travel-pay automation for veteran medical visits. One non-clinical check-in becomes a verified attendance event that computes the reimbursement and notifies every subscribed office.

Core competencies
Verified attendance capture
A single non-clinical check-in at the front desk creates a timestamped, signed attendance event — the trigger event beneficiary-travel payment depends on.
Automated travel-pay computation
Mileage, deductible, meals, lodging, and common-carrier amounts computed from addresses already on record, with a line-item audit trail for every dollar.
Multi-office notification
A configurable subscriber list notifies Beneficiary Travel, business office, community-care coordination, and any other office a facility names — no rekeying between offices.
EHR and clearinghouse integration
Vendor-neutral integration: HL7 v2 ADT/SIU, FHIR R4 Appointment/Encounter, flat-file batch, or the hosted web console for facilities with no interface budget.
Improper-payment controls
Two-signature attestation, one-open-correction-per-visit, and staff-only authoritative corrections with veteran-filed discrepancy reports preserved as evidence.
Non-clinical data boundary
The platform records that a visit happened — not why. No diagnoses, no clinical notes, minimum-necessary demographics.
Differentiators
- Founded and led by a disabled U.S. Air Force veteran, Major (Ret.), former Special Operations helicopter pilot — the workflow was designed from firsthand experience filing travel claims during cancer treatment.
- Purpose-built for beneficiary travel, not a general-purpose claims tool retrofitted to it.
- Directly addresses the internal-control weaknesses GAO has documented in VA beneficiary-travel payments.
- Deployable at a single facility in a 90-day paid pilot without waiting on a national contract.
- Vendor-neutral by design, so it adapts to any medical IT system rather than requiring one.
- Small-business agility: direct access to the principal, no layered account management.
Adjacent markets — the VerifyCare family
One engine underneath: a non-clinical arrival event, an address-to-address distance calculation, a configurable rate table, and a subscriber list that notifies every office that must know. Only the payer, the rate table, and the vocabulary change. Each market ships under a (XYZ)VerifyCare name so buyers immediately recognize it as the same verified-attendance platform.
| Product | Payer / market | Trigger event | What gets paid | Status |
|---|---|---|---|---|
| VAVerifyCare | Department of Veterans Affairs | Veteran attends a VA or community-care appointment | Beneficiary travel: mileage, meals, lodging, common carrier | Active — first market |
| PlanVerifyCare | Medicare Advantage and managed-care plans | Member completes an in-home assessment or plan-covered visit | Vendor and transportation-benefit reimbursement | Adjacent — same engine, different rate table |
| StateVerifyCare | State Medicaid agencies and NEMT brokers | Rider is delivered to dialysis, behavioral health, or clinic | Trip payment to transport provider; member gas reimbursement | Adjacent — strongest fraud-control fit |
| RideVerifyCare | Transportation brokers and rideshare health networks | Driver drop-off confirmed by the receiving front desk | Per-trip settlement with proof of arrival | Adjacent |
| ClaimVerifyCare | Workers' compensation and auto injury carriers | Claimant attends an IME, therapy, or specialist visit | Statutory travel reimbursement and missed-appointment control | Adjacent |
| DutyVerifyCare | DoD / TRICARE and Guard-Reserve medical readiness | Service member completes a referred or off-base visit | Travel orders, per diem, and readiness reporting | Adjacent — longest sales cycle |
Naming note: the product-line names above deliberately use neutral words — plan, state, ride, claim, duty — rather than agency or program names. Building a brand on a federal program name (for example, pairing "Medicare" or "TRICARE" with our own mark) invites trademark objections and can imply an endorsement that does not exist. Where we need to name the program, we describe the fit in plain language ("VerifyCare for Medicare Advantage plans") instead of putting it in the mark. VAVerifyCare is the exception we already own and use, and it carries a non-affiliation disclaimer on every page.

Past performance and maturity
The Concept Factory, LLC is a new entrant. VAVC is a working, demonstrable platform with a live clerk console, Travel Pay review queue, veteran record view, correction workflow, and integration specification — not a concept paper. We have no federal past performance to claim and do not represent otherwise; we are seeking a first pilot or a subcontract role where past performance can be established. A live demonstration is available on request.
VAVerifyCare.com (VAVC) is a commercial product of The Concept Factory, LLC. It is not a government website and is not affiliated with, endorsed by, or operated by the U.S. Department of Veterans Affairs. Statements about VA payment integrity reference public GAO reporting; sources are listed on the pricing page.
